TJRC report gazetted, misses Parliament tabling deadline

Tuesday, July 2, 2013 - 00:00 -- BY NZAU MUSAU
THE Truth, Justice and Reconciliation Commission's final report has been gazetted but the deadline to table it in Parliament has passed.
Commission chair Bethuel Kiplagat published a notice dated June 7 on last Friday's Kenya Gazette following pressure from a civil society group.
The TJRC handed over its final report to President Uhuru on May 21 after a three week delay.
“In exercise of the powers conferred by section 48(1), (2) and (3) of the Truth, Justice and Reconciliation Act, the Commission notifies the general public that its report which was submitted to the President on the 21st May, 2013 has been published,” Kiplagat said in the gazette notice.
Section 48(4) of the TJRC Act says the report must be tabled in parliament “within 21 days after its publication.”
This means that the June 7 notice required the report to be presented in Parliament before Friday June, 28.
Controversy has trailed the TJRC team since it inception to the time it presented the final report.
Kiplagat battled with credibility issues soon after his appointment leading to the resignation of his deputy Betty Murungi and loss of donor support.
The TJRC missed seceral deadlines and its tenure was extended thrice.
In the final report, Kiplagat himself was adversely mentioned alongside other senior serving and retired government officers.
Foreign commissioners, Gertrude Chawatama, Ron Slye and Berhanu Dinka also complained that the Office of the President doctored the final report. Their dissenting opinion on the land chapter was controversially left out in the publication of the report.

  1. You doctor or not.the fact remains on the ground, and people of Kenya will wait until the right time.every thing will be out.let me remind those who are trying to hide the truth, after 50years.Kenya experienced dangerous post election just because of underlying issues which past authority thought is hidden from the public.please they are not hidden.we are just quit waiting for the day.so what has happened in tjcr will hont the nation one time.whether you hide or not.beter let the truth be known people reconcile and forget.but what I see the authority thinks they are hiding the truth but we already know the truth.time will come, may be another 50yers the issue will be fresh.KENYA NEEDS REAL. TRUTH.only that will bring lasting reconciliation.otherwise it is clearly seen only section of kenyans are protected looks to be happy to a canyons.the rest hopeless.WHAT CAN WE DO TO FEEL WE ARE PAT OF KENYA?
